Question: Our daughter is turning 16 in six days and we want to wait until she is 16 so the passport will be valid for a longer time. What is the procedure for renewing her passport since she is a minor?

Will we need to go with her? Do both parents need to be present for the renewal of her passport? If not, does the non-accompanying parent need to provide notarized consent?

Answer: It is not a requirement for both parents to be present at the time of minor passport renewal. The parent that goes with the minor must provide a valid photo id if the minor does not have their own id.

Children Under 16 All children under age 16 must apply for a passport in person with two parents or guardians using Form DS-11. You cannot renew your child's passport. Passports for children under age 16 are only valid for 5 years.

Parental consent as per the State Department reads that minors at age 16 or 17 must “establish parental consent.” Also they state that it should be “implied on the application.” If not, then a minor “must provide written parental consent.”

1. At 16 years old, your son is able to appear with one parent. At 15 years old, both parents or guardians must be present. Both must provide evidence of relationship and valid identifications.
2. At age 16, an applicant passport is valid for 10 years. While at age 15 or younger, it is only valid for 5 years.

4. While the execution fee is the same for both 15 and 16, the application fees are different. At age 16, the application fee is $110. At age 15 or younger, the application fee is $80.

How to Apply

• Do not sign your child's application until instructed to do so by the acceptance agent.
• All applicants must provide a Social Security number in accordance with 22 U.S.C. 2714a and22 C.F.R 51.60(f).
  • If your child does not have a Social Security number, you must submit a signed statement including the phrase, “I swear under penalty of perjury that (child’s full name) has not been issued a Social Security number.”
• You may request a larger passport book with 52 pages for your child, at no additional cost, by checking the '52 page' box at the top of the DS-11.

You must submit one of the following U.S. citizenship documents for your child. Photocopies and notarized copies are not acceptable.

• Fully-valid, undamaged U.S. passport (may be expired)
• U.S. birth certificate that meets the following requirements:
  • Issued by the city, county, or state of birth
  • Lists applicant's full name, date of birth, and place of birth
  • Lists the parent(s)' full names
  • Has the date filed with registrar's office (must be within one year of birth)
  • Has the registrar's signature
  • Has the seal of the issuing authority
• Consular Report of Birth Abroad or Certification of Birth
• Certificate of Citizenship

You must submit documentation that lists the parent(s) or legal guardian(s) of the child applying for a passport.
The following may be used to show parental relationship:

• U.S. birth certificate (also evidence of U.S. citizenship)
• Consular Report of Birth Abroad (also evidence of U.S. citizenship)

• Divorce/Custody decree

The parents/guardians must present one of the following identification documents (IDs) to the acceptance agent:

• In-state, fully-valid driver's license
• In-state, fully-valid non-driver ID

• Certificate of Naturalization or Citizenship

Please note: If you present out-of-state identification, you must present an additional ID.

Submit a photocopy of the front and back of each ID that you present to the acceptance agent.

• Photocopy must be on plain white, 8 1/2 x 11' standard paper.
• Photocopy cannot be double-sided.
• Do not decrease the image size (although you may enlarge it).

Both parents/guardians must authorize the issuance of the child's passport. The best way to do this is for both parents/guardians to go with the child in person to apply for the passport.

What if both parents/guardians cannot appear in person?

Please Note: Written authorization from the parent that cannot appear in person must be less than three months old.

You must provide one photo of the child with the application.

• Do not attach your photo to the form before submitting it to the acceptance agent.
• Some passport acceptance facilities provide photo services for an additional fee.

• Lay the child on its back on a white blanket or sheet to ensure its head is supported without the aid of a hand.
• Alternatively, cover a car seat with a plain white sheet and take a picture of your child in the car seat.
• Please make sure no other person is in the photo.
• A photo with the child looking at the camera is preferred, although not required.

Newly-issued passport books are delivered using Priority Mail with Delivery Confirmation, unless you pay for Priority Express return service when you apply.

All passport cards are mailed using First Class Mail. Passport cards cannot be delivered using Priority Express.

Families may write one check or money order to the U.S. Department of State for their passport application fees if they are applying in person at the same time. The check or money order must include the name and date of birth of each applicant.

All other applicants must submit individual checks or money orders to the U.S. Department of State for their passport application fees. Please include the applicant's name and date of birth on the check or money order.

You and your child may have different last names, as long as the parental relationship document lists your full name. If your name has changed from that on the parental relationship document, please submit proof of your legal name change (e.g. marriage certificate or court order).
